Patches on flaps

Can anyone tell me if patches are allowed on flaps?

IIRC, Piper only prohibits patches and seams on control surfaces. I didn't read that to include flaps, but that is what you want to look at.

Piper doesn't have a repair manual, so any patches must be done in accordance with 43.13-1B or with some other approved data.

A number of years ago I paid for pre purchase on a 260B that I did not end up purchasing. There was a crack in the skin on the underside of the left flap. The inspecting IA repaired it and signed off on it before returning it to airworthiness condition. That was not the reason that I did not purchase the airplane.

Piper prohibits repairs on balanced TAIL surfaces only as per the Service Manual. Patches, and splices on ailierons and flaps are allowed if done as per AC 43-13.
