Mark, I am a little troubled by the FAA response. When a NSD 360 or KCS55A system is installed, an installation is other planes is not normally referenced. The equipment is TSO'd. I would consider the installation a minor modification and as such a logbook entry.

As an Avionics Engineer for a career, I agree that it should be minor with a TSO and installation manual to site rather than a previous installation. It should then be written up and submitted to FAA on a form 337 citing the installation manual number and TSO:(
