PA30 B No fuel flow indication R engine on pre-start

I am starting using the fast idle position on the throttle with mixture full rich, electric fuel pump on,then leaning rich to idle cut off when fuel flow meter shows movement, then shutting off pump. The left engine indicates properly, but the fuel flow meter does not move for the right engine. Both engines will start.
How would I determine if this is a fuel flow instrument problem or an actual fuel flow/pressure problem? The the fuel flow indicator and the fuel pump motors were overhauled (I'm not sure yet about the pumps themselves), I think with engines ~ 1300 hrs ago.

Lucky you have a twin! Maybe you can just swap the fuel flow indicators back and forth, or swap the inputs of each to start? I have a single engine that I haven't been able to iron out a similar issue after overhauling and replacing most components.. Starting to suspect a poor fuel flow indicator overhaul / calibration..

Gomer, check where the line for the fuel flow (pressure) gauge comes off the fuel spider on the top of the engine. There should be a flow restrictor fitting screwed into the flow divider that has a very tiny hole in it and there might be debris plugging the hole. My fitting had some corrosion caused by a small amount of water accumulation. I kept getting small rust particles in the #3 fuel injector until I found this and replaced the fitting. Good luck.
