I would imagine that would depend on how broadly you define "flight control system". IND FSDO says its the same as changing a aileron actuator to a different type, as the yoke is directly links to the flight control power source. I countered that since the pilot was the power source, that a pilot change therefore needed a field approval using their logic....based on my 4 ply tire issue, I bet you know who won the argument.....
