The FAA has no requirement to do anything based on TBO when the aircraft is not used for hire. TBO is only a recommended number and is commonly exceeded by private aircraft, as well as those in rental and training fleets. Remember TBO is not only a time in service number, but also a calendar time, and is issued solely at the discression of the manufacturer, and can be changed /ammended as they see fit. Lycoming engines are 12 yr and mostly 1800-2400 hrs TIS TBO. The only reason to follow this would be because of a 135 approved maint. program requiring overhaul at manufacturers recommended interval (which is almost a requirement to be included in any manual for it to be approved).
