The top portion appears to be body filler cracks. Body filler, when applied too thick, doesn't flex as much as the aluminum under it. It tends to crack. There's a possibility that the upper panel isn't cracked, just the filler. It appears as if it had been attempted to be repaired by someone previously. We used to see those type of cracks in the auto body shop from time to time. Has the airplane ever been landed gear up? Grind out the body filler to see exactly what is going on there. That type of aluminum can't be welded. If it is cracked, your only option, from what I can see, is to replace those panels somehow. Can that section be obtained from a salvage yard, perhaps?
