Twincomanche fuel controller problem

Just had both fuel controllers overhauled by Kelly Aerospace. Now, after flying, the engines are running too rich at low rpm. They quickly load up and die under 1000 rpm. If you keep the mixture back to just shy of cutoff they will run at 1000 rpm, below that they begin loading up and die.. We've sent them back to Kelley Aerospace three times. They say they are setup correctly. Anybody seen this issue?

The SM calls for the idle mixture to be adjusted with the electric fuel pumps running. If it is adjusted without the boost pumps running, you have have too rich an idle mixture. Mechanics sometimes miss this.
