Upper Door Latch Twin Comamche

Although not part of the original type design I've seen several TC's with Cherokee style top cabin door latches installed. Does anyone know under what authority this installation can be made i.e. STC, Field Approval or Piper Drawing, e.g.?

I think Webco holds the STC. My 250 has it installed but it was done before I owned it.
