Mine where also in the same state. Instead of replacing them, I took them apart and replaced the rubber inside.
I bought an inner tube at a bicycle shop, the size that fits nicely is a 700 x 25. I believe its for a racing bike as the tube is very small.
In any case you need to buy some stainless steel wire as well to replace the wire holding the old rubber in place. I also glued the tube to both sides of the apparatus
first before twisting the wire over both ends of the tube. Make sure you cut the inner tube piece to the exact length as the old one. If its to long the vent will not stay in the position you put it.If its too short you will put to much stress on the plastic serrated ring causing failure of that part in the future.
The results are very good indeed, no problems with closing off the airflow anymore. Be careful not to lose the
plastic serrated band that is on the metal part of the vent. This is the part that keeps the vent in the partially open/closed position.
