If they broke the scissor, that is probably the least of your problems unfortunately. You will need an upper trunion, possibly a lower trunion, probably new bolts and possibly a new stearing arm and possibly a rebuild of the lower supports of the engine mount. You will also need to inspect the steering push rods as well as the rudder pedel torque tubes, a thorough inspection of all rudder cables and pullies including verifying cable tension. Last but not least remove the rudder and then remove the rudder horn. Verify the rudder is not damaged at the attache point on the lower rib, and make sure the rudder horn is not bent. If it broke the scissor (torque link) you did much more damage elsewhere, and finding it on their dime would be important at this point.
