I don't have legal citations, but your mechanic should be able to satisfy himself that that is the rule by comparing Part 135 to Part 91 or by calling the local FSDO.
I would point out that it is traceability that 135 operators must be concerned about. This is to avoid counterfeit parts. This can be established for used parts, by obtaining a certification from the salvage yard which states what airplane it came off of, but S/N and N#. This is same for any parts ordered.
As for airworthiness, it is always the responsibility of the person installing a part or component to make an inspection to confirm that the part is airworthy. Even the manufacturer can put out a defective part from time to time.
