There is a flight school at the Manassas Airport (HEF) called Aviation Adventures (http://www.aviationadventures.com/) run by Bob Hepp. They have a PA-30 and a PA-39 on the line, both used for rental and multi-engine training. Neither have co-pilot brakes. You might refer the flight school there to Aviation Adventures to find out how they dealt with the insurance issue.

We have a PA-30 we use in my flight school at Potomac Airfield (KVKX). Insurance had no issues with having no co-pilot side brakes. In fact our Arrow doesn't either.
